Today, there are no clear recommendations in the legal framework, as well as in the scientific and technical literature, on the formation of the system of leisure and entertainment establishments in the spatial structure of the city. This leads to the spontaneous development of this system and makes it impossible to control it by the governing urban planning authorities. As a result, the functioning of the system loses its effectiveness. For a clearer and more coherent organization of the system, it is necessary to create urban planning technology for organizing a system of leisure and entertainment establishments in the spatial structure of the city. To do this, it is necessary to first determine the principles and stages of this process.
The paper presents a study of the formation of a system of leisure and entertainment facilities. As a result of the research the principles and stages of organization of the system of leisure and entertainment establishments in the spatial structure of the city were developed.
