IMPLEMENTATION OF EUROPEAN STANDARDS FOR DESIGN AND CONSTRUCTION OF ROADS IN UKRAINE

The paper presents the results of a study of the state of highway construction and shows comparative indicators of highway saturation in the territory of Ukraine and other countries. The dimensions of modern highways and roads of individual European countries, the consequences of the Russian war and the destruction of road infrastructure are given.
An analysis of the resource base of highway construction is given, it is shown that there are practically no cement-concrete roads in Ukraine today. Their share in the road network is about 1%. The cost of cement-concrete roads is approximately 30–40% more expensive than asphalt-concrete roads, but due to their durability, they are economically more profitable in the long term. and the country has a sufficient resource base for their construction. In Ukraine, highways are being built using asphalt concrete, but due to the reduction in oil production by almost 10 times compared to record volumes of its production, the country imports approximately 80% of bitumen.
The transformation of roads to TEN-T road standards will allow Ukraine to attract European investments to modernize transport infrastructure, improve logistics operations, develop the Ukrainian part of the TEN-T network, and improve the quality of services for freight transportation. Ukraine needs to adapt its infrastructure to Regulation (EU) 2024/1679 of the European Parliament and of the Council of 13 June 2024.
The requirements of the TEN-T road standards are mainly aimed at increasing safety, by installing physical barriers between directions (e.g., buffers), a minimum lane width of 3.5 m, the efficiency and capacity of the road infrastructure and relate to specific technical and institutional standards included in the updated TEN-T requirements for reducing greenhouse gas emissions.
