Abstract

The article develops the essence of the notion "unauthorized construction", covers the modern methods of combatting with gross violators, presents the key types of violations and their causes, makes actual the issue of penalties and dictations to be necessarily set for the violators of the development standards. The author analyzes the possible effects of breaking the development (construction) standards, puts the key features of unauthorized construction, makes conclusions and recommendations for further monitoring and inspecting the abidance of all the development standards by all the actors involved. The research provides the table of penalties set for the violators (legal bodies and private individuals) of the development standards.
